If we are using a follow-up survey as a measurement tool to comply with Commendation Criterion 36, do we have to measure improvement in the majority of responders or total learners?

The ACCME is looking for providers to demonstrate that the majority of total learners’ performance has improved, but this would be calculated by measuring the majority of follow-up survey responses.  As such, providers should be consistently optimizing the response rate.
